So this meme got into trending section after the release of movie "Stree" in India. In which Pankaj Tripathi playing the role of Rudra Bhaiya is featured. The movie is of the Horror genre. Pankaj Tripathi has become a trending topic after the hit of movies like Newton, Bareilly ki Barfi and many more.....

In this movie, the town of Chanderi is haunted by the spirit of a woman who follows men at the time of a four days festival. This spirit referred to as 'Stree' who calls men from behind when they are alone. If the men turn around the Stree takes men and move somewhere quickly leaving behind only their clothes. Rajkumar Rao playing the role of Vicky falls in love with a girl whose role played by the gorgeous Shraddha Kapoor. At the festive times, the disappearing nature of this girl left Vicky's friend suspicious and they started believing that this girl is none other than Stree.

So the scene pictured here is taken when both of Vicky's friend Jaana and Bittu were coming from a shop purchasing liquor and Rudra Bhaiya, owner of a bookshop has a very comedic role in the movie was going from that way on his bike and after watching both of them on that deserted street he lost his control and asked them why both of you are going alone on this street? Aren't you both aware of the 'Stree'? She's taking men from various places leaving behind their clothes. Further, both of them asked how they can be protected from the haunting effect of Stree.
The Rudra Bhaiya gave some helpful tips and left them by giving fourth tip incomplete. Which further left both of them in fear.

Basically, the dialogue(Wo Stree hai, Kuch Bhi Kar Sakti hai) written in the meme was not from the script of the movie. It is written by someone on the picture of the captured scene which further turns out to be a trending meme.
